I have a 2010 Expedition Eddie Bauer... it was pretty optioned out. has sunroof, navigation, power running boards, entertainment, automatic climate with tri-zone etc etc.
my original steering wheel was really beat up from the original owners “sand paper hands”. Plus it didn’t have the wood rim at the top. I swapped from the tan wheel I had to a black wheel with wood at the top. (Also changed airbag and steering column shroud)
My original wheel had cruise control, and radio controls on it and a phone button. The new wheel had the cruise control, radio and removed the phone and replaced it with AC controls (temp up and down and fan speed)
After the replacement my cruise control and radio buttons all work but the AC buttons do not.
i found that the wheel I now have has been in Expeditions since 2007 (king ranch models) so I know it’s not an age factor and the dash and AC controls (head unit) all look the same.
Is there a way to engage or get these controls to start working? Like a PCM flash? Or something I can do to have that functionality?

My first guess would be the wiring. I would suspect the harness would have the connection..just has to be wired to the correct place. Do you have the wiring diagram? Wish mine had it...I'm used to it on my truck. Wonder if it has to do with having seat, front, and rear air....too many things to control and no room?
