5.8L Fuel Rail Rubber Lines Replacement

The rubber lines on my 95 5.8L Fuel Rail have a hole in them (see pic).
Can these rubber lines be replaced? It looks like they are "made on" to the metal fuel rail somehow... Can you replace them with EFI fuel line and hose clamps?
Also would there be any harm with cleaning the rust off the fuel rail with some steel wool and then spraying it with some sort of clear coat?...Or is there a better solution to clean and preserve the fuel rail?
