So I lost power in my truck yesterday no throttle response, turned it off and back on and was fine till the evening did it again except this time it wouldn't start to i unplugged the icp and fired right off had codes ran and the only thing that came up was p0299 so the worries me cause it the turbo. But I have plenty of boost in my gauge? Even when I get in it with high boost psi and rpm and let off it doesn't bark at me. So my turbo shouldn't be stick in right? So I guess I could say could a bad icp sensor cause the p0299 code? And should I check the ebp to make sure it isn't clogged?

First, your turbo wont bark... there is no wastegate. it is likely that your turbo is sticking just not all the time.
What do you have to monitor data? You need more than a code reader. An ELM device and Forscan or Torque on a cell phone is the cheapest way.
The turbo code or turbo stickingis not related to the no-start condition. If you unplugged the ICP sensor on the passenger side valve cover and it started, it could be a bad sensor.
When it's not starting monitor ICP, IPR %, FICM Pwr, and main pwr. Then report back. You could also have a high pressure oil leak.
I just had it bullet proofed a few months back so I have new hpop, ipr. But the truck set for about a year and the turbo was cleaned when I had it bullet proofed.

Well, because you have a 05+ you wasted money on the new HPOP (they really don't fail). you need to define "bullet proofed" because it has ended up being a marketing term and can mean everything from just new stand pipes all the way to full studs, egr delete (or upgrade), oil cooler change (or bypass), etc. As you can there are A LOT of variances.
You still need data. You likely have a high pressure oil leak somewhere or a bad sensor. You could also have a sticking turbo but you need data to see it. My turbo sticks and I have been putting off a second cleaning for months (I can usually get it un-stuck).
My bullet proof consisted new stand pipes, head gasket, studs, egr delete, and new Injectors. The hpop was leaking we did air test when we pulled it. I believe I may have a week solenoid because I just had the turbo cleaned in December. I did replace the connector to the icp sensor cause it looked bad and may have not been getting a good connection, also seen my upper boot appears to have 2 cracks so that may be where I'm loosing air from
I'm Bonehead, so grain of salt, but I had a truck with chafed wires that would die on me and not start. Then, hours later would start just fine for weeks/months, then do it again. Big PITA until I figured out it was wires. After that, whenever it would happen, I could just go under the hood and tug the harness here and there, then it'd start. Never figured out which tug did it, I just lived with it because it happened infrequently and was easy to get going again. Might be worth a few tugs.
