Brake Dragging??

Brake Dragging??
I have what sounds like a brake dragging when I drive above 20ish mph. I took my front end brakes apart and cleaned everything. Calipers were working and brakes pads had plenty of life of them. Rotors could stand to be turned but not nearly as bad as some I have seen. The only thing I noticed was the brake retaining clip on the passenger side was missing. Could this cause the noise I’m hearing?
