Key programming unsuccessful

I doubled checked whether this is a PATS1 or PATS2 system, appears to be a PATS2. Downloaded the F-150 manual to double-check the specific procedure.
Repeated the procedure verbatim . Unsuccessful. I did everything correct, it does appear that the two keys I've had for the truck since I bought it must be clones, and not unique.
Looks like options are limited, I might be up for the "PATS bypass" procedure, just noticed the rubber boot for the shifter has rotted, so might be a good time to get my hands dirty.
Procedure to program spare SecuriLockY keys to your vehicleNew SecuriLocky keys must have the correct mechanical key cut for your vehicle.Conventional (non-SecuriLocky) keys cannot be programmed to your vehicle. You will need to have two previously programmed SecuriLocky keys andthe new unprogrammed SecuriLocky key readily accessible for timelyimplementation of each step in the procedure. Please read andunderstand the entire procedure before you begin.1. Insert the first previously programmed SecuriLocky key into theignition and turn the ignition from OFF to RUN (maintain ignition inRUN for at least one second).2. Turn ignition to OFF and remove the first SecuriLocky key from the ignition.3. Within five seconds of turning the ignition to OFF, insert the secondpreviously programmed SecuriLocky key into the ignition and turn theignition from OFF to RUN (maintain ignition in RUN for at least onesecond but no more than 5 seconds).4. Turn the ignition to OFF and remove the second SecuriLocky key from the ignition.5. Within 10 seconds of turning the ignition to OFF, insert theunprogrammed SecuriLocky key (new key/valet key) into the ignitionand turn the ignition from OFF to RUN (maintain ignition in RUN for atleast one second). This step will program your new SecuriLocky key.6. To program additional SecuriLocky key(s), repeat this procedure from step 1.If the programming procedure was successful, the new SecuriLockykey(s) will start the vehicle’s engine. The theft indicator (located on theinstrument panel) will light for three seconds and then go out.
