VSS program trouble

VSS program trouble
Installed the VSS in the truck last week while waiting for the remote start module/antenna/fobs to arrive.
Got the rest of the parts and installed to try and get it all working today. Following the instructions for the VSS I did this:
• Doors closed, pressed unlock to make sure they were all unlocked.
• Inserted key
• Cycled key 8 times, the 8th turn ending at the ON position.
At this point the doors are supposed to lock & unlock to confirm programming mode. This isn't happening.
I also found some instructions for 2011-2015 F150 that said simply to cycle the key off/on/off for the VSS. No go there either.
When I tried the procedure to program the fobs, the appropriate horn honks took place but there is no starting the truck with the fob. Which I guess it wouldn't if the VSS isn't operating.
Double checked it all. Everything securely plugged in. There is no jumper in the VSS to disable it. What next? I've emailed Fairway Ford for suggestions since they'll be activating it once it's online.

All is up & running. The locks never did cycle per the directions when the VSS was programmed. But the fobs programmed immediately. Cell phone starting is also operational.
Big thank you to forum user Pocket. Always replied to private messages with the answers I needed. Also thank you to Kevin at Fairway Ford. He had it activated in less than 5 minutes over the phone.
Some of these remote start modules (RMU only, not the VSS) are available on ebay from Tasca Ford. My advice is to avoid them. First off, they can't or won't activate them. Second, it took 2 weeks and me opening a case with ebay to get the module here.

Well I have a 2000 7.3 X and misplaced my 2nd set of keys.Have a feeling I grabbed some trash and scooped them up and threw them out. I couldn't get it in FOB programing mode, with or with out door locked, unlocked or open. I finally got it with this thread a few minutes ago.
Closed all doors and locked
1 put key in ignition.
2 opened driver door
3 pressed electronic lock and opened all
4 ( ROLLED 1 CLICK ON FOR WIPERS ON ON MUILTI SWITCH- I feel this was my missing link
5. Proceeded as per owners manual factory instructions , worked like a charm.
i wonder if the wiper motor puts a load on the system. everything else except dome light was off. I think it was too warm for glow plug module to come on.
Another step i realized i should have done first was wash the windshield. I have a new one and cringed when the wipers moved. I hate window scratches.
I also programmed a second key with Autoenginity. Kinda tricky but it worked.Programmed a third by the manual. Nogt sure if it matters or not but for the record , i left the super chip tuner in while i done this.
