At the Forscan.org site, it says normal users do not need the extended license but it seems most on this forum go the extended license route. What's the deal with that. Thanks. Raleigh.

You're right that exactly what the forscan website says. But if you need to activate the trailer brake controller you need to get the extended license. Without it while trying to activate your controller you will get a prompt in red letters telling you that you will need it to complete that function
