my transmission shifts good but it acts like it wants to keep moving while its in gear at a stop sign or red light, I have to put the truck in neutral to keep the truck from going. Is that the torque converter or electrical

the whole truck shutters when its at a stop sign but that's only in gear when its in neutral it don't shutter
Well, it does become kind of difficult to speculate on an old observation when you cannot go back and test, but the shuddering you mentioned may be related to the torque converter. It's hard to go wrong with any advice you get from Mark Kovalsky. I would go with checking that fluid level first.
As to testing a transmission, there is a device called a transmission dynamometer that the very best transmission rebuilders will have. May be difficult to get some time on your used transmission unless you know somebody.
