The previous owner "blacked out" the truck with black spray paint and it's come off everything so far except the front bumper. I've tried paint stripper and oven cleaner. Any other suggestions?

Use better paint stripper... if it evaporates too fast, try doing it a night or soak the stripper in rags and then apply.
Wear appropriate gloves - remember, your skin is to a degree porous.
I often use aircraft stripper which Autozone sells. Or the extra heavy duty paste type from the home improvement store. Put it on heavy and cover with light plastic to keep it wet and keep the fumes in. Wait an hour or two and I bet it comes off.
In addition, consider using a 2-3" paint brush to work the stripper into the paint. This tactic helped me unmask a blacked-out grille. Protective rubber gloves are a must. Just a tiny droplet on your skin will hurt like H-E double toothpicks.https://www.ford-trucks.com/forums/i...ilies2/cry.gif
It might have something to do with what the coating is, but in general, I agree with the jellied (paste type) paint remover suggestion. Other things that have been known to remove certain coatings are lacquer thinner and brake fluid. Be careful not to scrape too much with "hard" tools, so as to preserve the finish on the chrome. Whatever chemicals you use, try to keep them off your skin and keep the fumes out of your lungs just in case you later decide that you want to live a long life.
Aircraft stripper..............put it on thick and then put plastic sheeting over it and let it sit .............the plastic helps trap the vapors so you get more bang for your buck........I have even left it overnight that way.........
All the above, plus scuff the paint if it isn't already. Use very light pressure with something like a scotchbrite pad to avoid breaking through and scratching the chrome. This will put micro scratches in the paint and hold the stripper in place better.
Thanks guys the aircraft stripper is working quite easily. 5 mins and it comes right off. Now to address the bit of rust the paint was obviously hiding....

After the paint is completely removed you can then evaluate the rust situation. If it is "minor" and the chrome is good otherwise, you may be able clean it away and keep it away by coating the bumper with something clear (wax or some other coating). If not, look for a re-chrome business or another bumper.
