Bumper painting

The rear bumper of my mother's 04 v6 stang was scruffed up by some moron who did not have the descency to admit it at a parking lot while the car was parked. It has minor but noticable scruffs and scrapes.... nothing deep and no dents. I was thinking of getting the spray (matched to the blue paintcode), doing a light sanding and just touch it up. My question is, since the bumper is plastic, will the paint stick after a light sanding or will it not.... do I need other special chemicals to prep the plastic bumper to have the paint stick? I'm not painting the whole thing, just touching up the damaged section.

The paint should stick. Try to avoid sanding thru the factory primer if possible. If doing a respray of the whole bumper it would be usual to add a plasticiser to the paint to prevent the paint cracking, however for a small area this should not be necessary. After sanding remember to clean the area well.

As long as the factory paint is in good shape, sanding it will be fine. If you go down to bare urethane (most likely not your case) It would be wise to spray on a coat of adhesion promoter before primer. I wouldn't bother using any flex additives in the paint. Big waste of money. Urethane paints are fairly flexible and a flex additive won't add much flexability and they leave the paint over time, I think some flex additives with a certain component won't, but still don't think it is worth the money for the little flexability it may add.
You say minor scuffs and scrapes. Are they through the clear? Did you try wetsanding them a little with 1000 grit and buffing them out?
