Depends on whether the glass is half empty or half full.
When it rains for a few days, partly sunny
When it's hot and sunny for a few days, it's partly cloudy.
It's also kinda like when your in pain and suffering, a second seems like an hour.
Put your hands on a beautiful woman and an hour seems like a split second.
It's all relative to your perception.

Really I'm confused by this. I'm serious. 
I've seen the forcast in the paper that will have about 4 days of partly sunny, then the 5th day will have mostly cloudy. If you have partly sunny, doesn't that mean there are some clouds??? Or vice versa?? I can only guess that it must be relative like Krosati said but why do they do that to us???

No, Partly sunny is with clouds scattered all over the sky with breaks between them where the sun can shine through.
Mostly cloudy is an almost Overcast condition, very little sun, if any, can get through.
