I will test the voltage with the engine off/key on, but I had only tested coil voltage with the engine running so far, and it is slightly above 10 volts. I'm just not used to seeing that high of a voltage at the coil.

There probably isn't a meter made that can properly read that signal on AC, and certainly none on DC. But, when you turn the key on the ignition module goes low and current is conducted through the coil. So if a resistor is in the wiring the voltage at the coil will be less than battery voltage, and usually about 7 volts.
Yes, I have an ignition scope as well as a couple of regular bench scopes. That pic was from the solid-state bench scope, which has a better display and goes to lower voltage.
