Yesterday I received, for work, a brand new 2017 F550 CC 4X4 with a General ultra low profile service bed. It's got the 6.7 with 4.30s, and so far, it seems a lot more sluggish than I would expect. I've only got 300 miles on it so far, and I'm going to wait, as the manual suggests, till I get 1000 miles on it to hook it up to one of our 22K lb trailers. Does the computer somehow derate the engine till it has some miles on it?

yes it is, but they are talking about the F550, which is the commercial version of the 6.7. Commercial trucks get the derated version for greater engine life.
