The computer is going to limit you to 4000rpm, but you'll have to work to get it to 3600+ for longer than the takes the trans to shift, you have to pull the selector to 3rd to keep it there.

You might also want to check the compressor blades to see if they show any erosion from dust.
The blades should be nice and sharp edged if they are smooth and rounded that can be a problem
caused by dust getting into the air stream from the K&N filter.

This photo is one I found on the net not the same as in the 6.0 turbo but this
is the type of damage dust can cause. This photo is of a Dusted Turbo.
