I have a 2000 7.3L Excursion, 6 position TS chip, exhaust, intake..
Going up a steep mountain hill in the 'extreme +140hp' setting, flooring it, my boost gauge was stuttering at around 25-26psi and was just jumping off that number - felt like it had more to go, but would not go any further.
Does that tell me I need a 'boost fooler' or is that simply maxing out my stock turbo? I didn't catch any check engine light, so I thinking the chip turned that off..? Thoughts?
Sounds like I need to disconnect the red wastegate tube.
Is a boost fooler also needed? I see the green wire on the map sensor is T tapped on my truck but is disconnected from the ground since before my purchase.
Or is the 'boost fooler' built into the TS chip already (since I didn't get a check engine light and the boost gauge has read over 22psi)?

Just hook it on the inter-cooler boot bolt. Works fine that way. I would wire the map back to stock. Then see what happens. TS switch mitt have the fooler in it but I'd still run the map fooler. Also adjust the waste gate controller to hold it closed longer. It shouldn't move till you have 12 pounds pushing on it. With a good tune, and it discounted or adjusted right you should get 30 psi.
I never had the boost fooler wire hooked up, it was disconnected on the truck when I bought it.
The hose or rubber boot part might be different on the excursion, I have to pull the red tube out of the rubber boot as its one piece and also holds in the green tube. The red tube definitely won't fit over the intake bolt

I think the setup might be different on the excursion unless mine was changed from the stock part.. but the black rubber boot is all one piece where the green and red tubes slide into. If I pull that rubber boot off, both tube connections come off with it - they are not individual connections. However, I slid out the red tube and found something to plug it with.

I think the *other* end of the red line is the one you need to remove and plug. If you removed the red plug from the wastegate solenoid and plugged it but left the solenoid port open, you just created a boost leak (someone correct me if I'm wrong).
