99 7.3l does not have 4.0 v to pin 7 dlc? no communication with snap on scanner, will communicate with air bag, antilock systems, cannot find were it gets it power from?

Have power and grounds to all other pins, lighter works, truck will start up at times, have no continuity to #7 and #8 injectors so I assume they are bad but check engine light is on, plug in verus pro scanner, no communication. I can communicate with all other modules. I found a post that says pin 7 in dlc should have 1.5v k off 4.0v koeo. I have 04 k off 1.6v koeo?
