Did you check the actuator cable on the throttle? I lost my cruise and horn a while back and it was the clock spring under the steering wheel. Works fine now. don-ohio (:^)

97 is electronic, not vacuum controlled, I would make sure that the cable did not clip off the throttle body. Mine does that every once in a while, not the best design.

It is connected and the cable is not cut in any way. Checked all of my fuses and replaced one that went bad. Still no cruise
could be the ON or the SET Switch at the steering wheel. They do lose contact, take it to over 45 mph and start pressing the ON and SET switch repeatedly to see if you get any response.

I tried today but failed to get a reading. I'll just have to take it in to get looked at.
There are several fault codes, including ABS codes, that will disable cruise control. Some of these codes may not trigger a CEL, but will still lock out cruise control.
That aside, one of the common problems is a broken clock spring in the wheel.
