Nope. He will get more then that for it. If he gets that low I might as well buy and flip it. I sold that 7.3 last year that was a rust bucket and needed tires and a few other things as well as 240k miles and I got 9 for it. Even with the issues that truck will probably sell high. Now is it worth that much...no but the 7.3's hold there value and someone is willing to pay for it. Biggest issue is a bank won't loan someone the money for it easily so the person has to have some cash or all of it to make it work generally speaking.

Someone will buy it. Just needs to be the right buyer. The 7.3's are still very popular. Everyone I had and sold had the most calls over anything else. Unfortunately unless you don't drive the vehicle in the in the winter you are going to be making payments on something that will rust away with each payment regardless of age. Just how life is up here in the north.
Down here they are still clean and sell for less. It's funny. The 6.0 and 6.4 market are stupid though. If they didn't rust up there you could bring them down and make a fortune.
