where is the fuse for the obd2 module

Let me guess! 1997 ?
Page 140 in your owner manual, #24 a 30 amp fuse in the engine bay box.
That help you out?

It would also help if you told us what an "obd2 module" is, not even Ford knows what that is.

If I had to guess...he failed state inspection because they couldn't read the OBD-II connector. That usually means the fuse is blown and it happens to be the same fuse that feeds the lighter socket on the dash, which is why it blows a lot.
