Anything Else to Check
Removing the chip did nothing.
IPR voltage is 11.5v
I'm going to remove the IPR to confirm ohm.
If that shows nothing the VC are coming off.

Thanks to all for the suggestions and support.
Great shout out to my friend Joey. He has always been my sounding board on 7.3.
Got out my "old" IPR out of the toolbox drawer.
Tested the magnet, got 10.7 ohm,... Good
Did the IPR suck test,
Looking at feet could feel suction... Good
Looking at sky closed and no suction... Good
Old IPR is good.
Pulled the plug on the ICP, got 11.5 volts... Good
Removed the IPR, tested the magnet, got 10.5 ohm...Not too bad.
Did the IPR suck test,
Looking at feet could feel suction... Good
Looking at sky could feel suction... Not Good.
Repeat several times. spray with brake cleaner, repeat, same results
New IPR is BAD.
Reinstalled "Old" IPR and new magnet.
Crank, crank crank, still low ICP.
Unplug ICP.
Crank, fire....sputter, sputter sputter.
After about 3 minutes of purging the air she smoothed out.
Let it EOT warm up to 100*.
Shut down.
plug ICP back in.
Crank, fire.
Drove up to see Dad (10 miles away) to say Hi. Then return home. All ICP, IPR were normal.
Idle and running down the road all much quieter. Makes me think when the injector o-rings disintegrated last year a small piece worked it's way to the IPR and made a home.
If you recall, yes I cleaned the IPR. I did the standard disassembly. I will do the total disassembly to see if I can determine how and why it's stuck open.
So the lesson of the day.... Even though you have new(er) parts, make sure you check them ALL. Don't ***-u-me anything.
