It sounds like my 65 custom cab should have two horns from what I have read here. I'm missing both and only see a wire on the passenger side. It appears there was a horn mounted there but I don't see any evidence of it on the drivers side. Would it have been run off a jumper wire from the passenger side? The relay is in place on the passenger fender as well. If it was a single horn truck is hat a different horn than the high and low tone horns I've seen for sale?
I have 65 which is pretty much all original and it only has one horn on the passenger side. The relay is on the driver side. Wires run with the light wires harness.
My '65 F100 Custom Cab and '65 M250 Standard Cab had the "low" horn on the passenger side too. I purchased a "high" horn and will connect to the drivers side jumper wire at some point, although I'm not looking forward to removing the grille again.
I have a 65 Deluxe Camper Special, all original. Horn relay is mounted on driver's side core support next to the voltage regulator. Wiring goes from the relay to driver's side horn which pigtails to second horn on passenger side.

Hi & Lo horns are the same: 1958/82 Passenger Cars (except Thunderbird with triple horns) and 1961/82 trucks.
1983: Ford changed the mounting brackets but the horns are similar.
