The horn probably either died, or the electrical tab connector on it is corroded and no longer making a good connection. Before removing the horn entirely, disconnect the wire to it and brush any white crust off the connectors and see if that gets it going again.
I have similar problem on my 99 F450.
But, I can't find the darn horn. When my wife press the switch, I can hear some click from passenger side fender, but at close inspection can't see inside.
Do I have to tear fender out to get to the horn?
Actually I am thinking about installing air horns, so I don't care about finding the old one, but any ideas how to find the horn wire under the hood?

I don't know where the stock horns are on an F-450. I would suggest that you pop the hood and look down the front on either side of the radiator. Look for the black plastic snail-shell horns. If you can't see them from the top, try looking under the truck, across the front. They are there somewhere and not usually buried deep because they have to be heard. I would expect there to be two of them on the 450, and on most ford trucks I've looked at they are on the passenger side of the radiator aimed out through the grille.
When I first added air horns, I found the wiring coming out of the steering column from the horn button, cut it, and spliced in a city/high-way toggle switch like you see on RVs. In the "highway" position, my steering wheel horn button is connected to the air horn solenoid, in the "city" position it's connected to the stock horn relay just as it always was. I didn't mess with the original horn, horn relay or anything under the hood. The advantage of this is that the keyless entry remote still toots just the stock horn when I lock the doors. More importantly, if I hit the panic button by accident while fumbling for my keys, it does not start the air horns going!

I like that "city-highway" toggle swith idea, I'll do that on my '89 F-250 with chrome trumpet horns on the roof. That'll look sweet!

When I take a look into the hole between my blinker and the headlight, I can see the edge of the horn mounted inside the fender.
Doesn't look like even removal of headlight will give me good access to it.
Might be, that I'll need to take the fender, or inner fender out.

You'll probably have to remove or at least loosen the inner fender.
All my experience with FORD trucks has led me to believe that the horns are located under the radiator behind the bumper on the passenger side of the truck. Good Luck
