I need to find a combo tool box/fuel tank that is flush with the side rails. That way I can keep my folding cover on the back as well.

That task will be easier on the 2017 than it will be on the 2001 due to the difference in bed height. ATTA will make you whatever you need as all of their stuff is built to order. When I bought my ATTA 45RBR I asked about having the fill port as close to the rear corner as possible. They answered with "no problem" and the tank was built and sent out the next day.

ATTA is incredibly misleading in their sales literature to push consumers towards buying their fuel pump systems. Their citations explaining why gravity feed is "illegal" straight up omit the pertinent parts of the code.

Here are some laws (regulations) which pertain to gravity feed fuel tanks, and why they are illegal.
1. 49 CFR CH.III (393.65) 6d; Gravity or syphon feeding is prohibited.
2. 49 CFR CH.III (393.67) 7.4.5.; Fuel withdrawal fittings. The fittings through which fuel is withdrawn from a tank must be located above the noraml level of fuel in the tank when the tank is full.
Now, the actual law:

A fuel system must not supply fuel by gravity or syphon feed directly to the carburetor or injector.

Except for diesel fuel tanks, the fittings through which fuel is withdrawn from a fuel tank must be located above the normal level of fuel in the tank when the tank is full.
Not a company I'm going to be dealing with. RDS makes custom fuel tanks also, and can do it without lying to consumers.

I bought mine from KSM Marine and I absolutely love it. It's a true auxiliary tank, not a transfer tank, 65 gallons with a plenty large enough toolbox on top. It works with my factory dash gauge so all I had to do was add the small selector switch to the dash. It fits under my cover without issues. I measured the actual clearance to the top of the bed rail and called them to give them the number. They build each tank to order, so they noted the measurement I provided and called to verify when it was done before shipping. They were 2 weeks back logged and finished it 3 days after starting. Just the fact that they called to double check and verify my needs and measurement sold me on them. I would never buy anywhere else again.
