Have you cranked engine with valve covers off to make sure no orings were cut?
What was the duty cycle doing while cranking at that 140 psi. It should have been from my experience 50% and rising or there about.
We had your same issue on my brothers truck a while back and at 300k a new IPR and t500 and it runs better than it had in 100k. More pep in its step for sure.

IPR is measured in duty cycle% .on vs off . letting oil back to tank to control pressure vs flow rate.
ICP is pressure.
Pressure is regulated via IPR based on ICP feedback psi.

You need a scanner and start to trouble shoot before tossing big coin at unknowns. Unless you are rich and don't care.

I would check it before replacing but to answer your question, no they aren't the same. Riffraffs is a 17º and XDP is a 15º.
