Both of mine were seized up. I was able to get the unbroken one free with some penetrating oil, but only after I had removed it from the door.
I broke the one on the passenger side trying to free it. Ended up buying a junk frame with a decent pivot still attached. Rivited the pivot from the junk frame onto the one I had which was in good shape. Came out pretty good.

Instead of all that expensive stuff , put you some transmission fluid in a pump oil can . For really rusted bolts and other things add a small amount of diesel to the trans fluid . Used trans fluid works as well as new. Try it before you knock it. It works for me every time. It won't hurt the rubber either.

Mine wasn't seized at the upper pivot, but at the lower where the nut and spring are. One solid mass of rust.

I cleaned it up with a wire brush and heated the seized nut up red hot with an oxy/acetylene torch. Came right off and worked fine afterwards.
