Engine Bay Area Rust?

Hi guys, new to the diesel. Can you tell me if they are rusts in the picture where it is circled? Is that an issue? Is that a part of the turbo?

You're fine, mine is twice as bad as yours. It's your intercooler cold pipe.

Like said already no big deal. When or if you have the tube off you can use Scotch Brite abrasive sheet and clean up the entire pipe. Then pick up a can of clear coat spray and give the pipe 3 coats to seal it. It will be like new and stay that way for a long time.
