4x4 not working

I have a 1997 f150 4wd lariat 4.6 ..I switch to 4x4 High on neutral the light appears on the dash and you hear a sound underneath the truck ..put the truck on drive or reverse...nothing happens.. I checked under the truck , the shaft doesn't turn ..so I switch to 4wd low ..no low range appears on the dash..and same thing ..nothing happens.. and I can't take the 4wd off..I have to disconnect the transfer case and the 4wd switch
.so overall..the transfer case might be the problem ? Help me please..

there is an electric motor on the side of the transfer case. It is moving an internal shaft from 4H- 4L- 2H .... remove the motor, set it on a box, leave the wires connected and test with the dash switch. See that it strokes 100%... look at the shaft the motor is driving and move it by hand.. See if you can get it into each gear. Determine if the problem is motor drive or internal.
