if there is corrosion what should I do? and also you said from the PCM to the solenoid but my leads aren't long enough. should I just unplug the whole harness and ohm it from one end to the other.

Yes, you should. If that isn't what you did then whatever was high doesn't mean anything to me.

You can fabricate a wire extension out of small gauge stranded wire. Small "test leads" with alligator clips (or just stripping the wire to allow you to shove the end of the small wire into the harness connector)enable you to connect the wire extension to the harness. Or you can buy or fabricate longer leads for your multimeter. Only one needs to be longer.

so I ohmed it all and all read .3 or .2 ohms. what now?

Using your meter in the same mode-resistance- check each wire with one meter lead touching ground and the other lead touching a wire. This will tell you if there is an accidental connection of that wire to the chassis ground from critter chewing or vibration. Then check for the resistance between one wire and the other wires in the harness to see if two or more wires are shorted to each other.
The test you already did was helpful because it shows that no wires are broken.

just any ground? or the ground wire. I already tested one wire with the rest and no shorts. and does the harness need to be plugged in

The harness should be unplugged on both ends. Touch a clean ground spot, not another wire.

nothing. So what else could be the problem if it isn't the harness?
