Turbo looks nice, you did a great job. That is identical to how I painted mine when I removed it last year.
Based on my own experiences, I would go 2, 1, 3. I waited to do the downpipe 4" exhaust for last and it was a pain in the ***. If I had more room up top and next to the up-pipes I would not have struggled with it nearly as much. If you leave the downpipe loose you can move it out of the way if needed to mount the up-pipes, but the passenger side should already be tight by the time you get it in there.

Completed the foil delete last night, another PITA!!
I baked my painted parts, boy did that stink!
I'll have to do a complete write up once I'm done. I'm no expert, but I'll pass along what I did.
Now that yous point it out, my 4" down pipe remained in place and caused no problems during my up pipe job. But that up pipe in the hole will take up space and there is not much room to spare when it's all said and done. And make sure that nothing's touching anything else, rumor has it it makes undesirable noises when running down the road.

A lot of people talk crap about the foil delete, but I am very glad I did it. Once the pipe was clean I painted both sides black and they look great.
Keep us posted on how things are going and take your time. You will be glad you did instead of trying to rush through it. I just got one side of the OUO traction bars mounted to my truck after 8 hours of working on it. I don't care how long it takes me, because I know when I walk away from it the job was done right. I take this approach with just about everything I do, especially when it comes to mechanical things on vehicles that could leave me stranded if done wrong or in haste.
Definitely #2 first!!! (as Sous recommended) I used a small bungee to hold the top of the downpipe while I installed the exhaust.
Then 1. Leaves plenty of room to get the uppies started. Working at the back of the engine is hard enough even when the turbo and pedestal are removed.
Lastly 3. Set aside some time for this. I probably spent 30 minutes just trying to line up the nipple on the baby's butt to the turbo. It's just luck to get that sucker lined up.

I ended up calling an audible. Did the Ups first, then down, then turbo assy.
if I had a stock length down then that would def be first.
Finished up up this evening. I'll work on my write up w pics this week, time permitting. I'll post my purchase list and thoughts as well.
You have to do what works best for you in any given situation because we are not the ones leaned over the engine. Good job on getting it all buttoned up and we look forward to the pictures.
