Where does one get a Coolant filter kit and spend the least money yet get a good kit , serouly I am cheap but I want a decent cool set up, and suggestions?
My stock water pump had a lot of miles on it so I went ahead and got an IHC pump with a built in filter mount. I like it because there aren't any new hoses and connections. But it isn't completely plug and play, you have to remove some material from the housing with a hacksaw or some other cutting tool.

I not familiar with that IH pump, do you have a part# and source?
Here's where I got my pump. Note that I think they advertise it as the OEM manufacturer. I talked to the manufacturer and yes, they are the OEM manufacturer but this aftermarket pump has a cheaper seal in it than the one they sold to IHC. Mine has been working fine for 20,000 miles or so but you can get the real thing at an IHC dealer for a lot more money.
That's an interesting mounting location...never thought of over there...
That mount was born of an accident. I bent it the wrong way (expert fabricator here after all) and was upset. Then I put it up there and saw that and thought it would work better. I did have to bend it a bit after it had a couple run ins with the fan. Thankfully it didn't puncture the filter. It's been on there since 2014 and no issues.

I've been told that it may interfere. I'm not sure yet. Hopefully soon I'll be finding out. If I could ever start gathering parts. I may not need it as the new motor came with a IH Bus water pump with built in filter.
