From the factory they are in the brown box the box links come in. Some dealers keep them in the bed, others install them and put the keys on a fob or in a packet. Losing keys is never fun, so we keep ours in the box and then install them when we show the customer if they request it.
You would need the keys to remove the existing hooks if you wanted to used the ramp holder brackets, the side bed tool box bracket holders, or if you just wanted the bed sides bare without the original hooks it comes with.
They aren't just extra tie downs, they are reinforced tie downs. While the aluminum bed is pretty darn tough, aluminum can tare easier than steel, so you should use the box link tie downs for anything substantial. I forget the pull rating on them, but you should be using them.
