That is the EVR solenoid. The PCM sends it a PWM signal that causes it to pass a regulated vacuum (based on the PWM duty cycle) to open the EGR valve by a calibrated amount.

One of the lines off the EVR solenoid goes to the EGR valve (probably green), the other goes to the manifold supply via whatever routing was intended. There should be a label somewhere under the hood with the vacuum schematic on it..
