No headlights

2004 expedition, lost both low and high beam headlights. We checked the interior fuse box, and checked fuses 23,25,and 35. None of the three have power going to them. Hotwired the battery to the fuse panel, and lights work. Everything else in the fuse box works as well. Quite stumped on what it could be. Help!!

Could be the high/low switch is bad or the connector to it pulled out if you tilt the column a lot.

I don't think it's that because when we hotwire the fuse box to the battery, you can switch from hi to low.

When you say you "hotwire(d) the battery to the fuse box", EXACTLY where were you injecting power?
