ok so now that I am using this Torque Pro app. I noticed that I have another problem, as a matter of fact I was just stranded at dinner. well not really but had to sit there 45 minutes and she finally started.
I unplugged the ICP and it did not start but was oily.
I thought my fuel pressure regulator was clogged up so I drained it
Then I noticed what seems to be an issue.
MY FUEL PRESSURE read 0 PSI.
I was able to drive it back home once started about 10 miles.
ok so what are the steps to diagnose and fix this issue? I hope its not a weak fuel pump but I am prepared if it is.

OK you can't read fuel pressure on the 7.3 with any scanner, there is no FP sensor on these engines and the PCM does not know what the FP is. FP has to be read with a manually installed gauge.
If you had no FP, you wouldn't be able to start or drive it.
You also cannot read engine coolant temp with a scanner unless you have a manual transmission.
Also, I am wondering if I may have failing o rings on a Injector (s) that is why it starts when cool but if is hot it wont start?

99% of the time, this is a failing ipr Solenoid.
You can try a few things to confirm. When it's hot and won't start, use something like a can of air duster held upside-down to spray the Solenoid. It'll basically freeze it.
Something like brake clean would probably work.
I shared the link to the 2016 PIDs - it explains the settings and readings you can expect. 40% IPR is good for WOT. If you log your data while you drive, you can share the log here and we might be able to spot the issue.
ICP is the sensor that reads high oil pressure, #13 below. IPR is the solenoid that regulates the pressure, #21. Here's a helpful pic of the landscape. Don't worry, the learning curve for the lingo is steep, we all went thru that.

If it's leaking oil, it is dying and should be replaced. You can try to clean it and struggle along, but that just postpones the inevitable. OEM only since a lot of the cheapo Fleabay items have issues.
As mentioned above if it consistently will not start when hot, try cooling the IPR. Big gulp of ice works for that. If that fixes it you need an IPR too.
Two years ago mine just up and died. Long story short. The insulation in the IPR wires just inside the loom totally fell apart shorting the solenoid and thus no go, the nut and these wires are easy checks. I don't recall if you stated anything about the nut
