Cowl lacing orientation

Cowl lacing orientation
Can anyone tell me which way the cowl lacing is supposed to go on, with the flat side on too or bottom? I've seen it both ways in pics and all my truck has left are the clips.

Here is a very low mile original truck. The hood pad is kind of deteriorated but you can see how it was mounted.
