So my heater works when I'm rolling down the highway. When I'm at about 20 mph or less it blows cool air. Also when it's just idling it blows cool air. Any ideas what i might have an issue with?
look into a vacuum leak could be a with the heater controls. Possible small leak that won't allow the temp control door to pull open at low speed (vacuum)
