The black/silver sensor goes by a couple of names but from my understanding is a vacuum sensor. When the fuel filter is clogged up enough to cause the injection pump to pull a vacuum on the system this sensor will trigger the fuel filter light on the dash.
If fuel is leaking out the end where the electrical connector attaches then it is bad and needs to be replaced. I am curious as to why there is a T fitting installed though.

that filter restriction sensor has been removed from my truck for the past 300,000 miles.
i replace the filter every third oil change, and only buy fuel from one of three dealers so i know i am getting good clean fuel.
My sensor still works. With the price of the fuel filter I put off replacing it for maybe 2 years. My fuel filter light started coming on at WOT so I replaced the filter. IMO its worth having the sensor if you are not one who keeps up on PM items.
