Bad turbo?

Bad turbo?
My boost gauge is reading 4 to 5 when I'm stepping on it. Ran a test at shop and boost gauge is right . Suggestions on turbo for replacement as well as maybe a chip suggestion for this year. I really like the 6 stage chips but i seen only for the 94 and newer ?

Maybe you want to start your own thread so the fine folks here can help you learn about them, most here will gladly answer questions.
