Turned up too much?

I'm working on an 86 F250 with a 6.9, and it has been turned up a bit. I took it for a test drive, and it smokes quite a bit, but the pedal response isn't linear. As you give it more throttle, it starts pulling considerably harder than the amount of throttle being given. It almost feels like it's starting to run away, but the revs come back down when you let off the pedal.
I am recommending a new pump on it anyways, but out of curiosity's sake, is this an end result of being turned up too much?

No turbo, and dark grey/black smoke.

Black smoke is too much fuel. When it's turned up too much, it will hit what should be full throttle early, and any more throttle pedal movement will just increase the smoke.

I understand that, but I know that if you turn up an IDI too far it will run away. I'm just wondering if there is an in-between point where it's starting to run away but still comes back.
This thing is turned up to the point that by 1/3 throttle it's smoking heavily.

I've never heard that it will run away if turned up too much.
I'd still turn it down a half turn and try it...

Y'know, I noticed that to some extent with my RD2-110 pump. If the cold advance is /on/, it'll "take off" about when I hit 1800 RPM or so. If the cold advance is off, it works like it should. So it's something to do with pressure differential.

Do you see any difference with your cold advance on or off?
