89 F-150 with the 5.0, 2 wheel drive, regular cab. Just bought it a few weeks ago. I have put in a new starter, new battery (PO had a battery that was too small) new solenoid on the fender and new positive and refurbished the negative battery cable. The key cylinder will turn without the key to engage radio, but not the starter. I am fairly certain the Neutral Safety switch is bad, as it will not start at times unless I hold the shift lever up in park.
The other problem I have had is the starter sticking. It has happened twice, I removed the negative battery to stop it. I'm thinking this is not related to the neutral safety switch. Could it be related to the starter switch or the key cylinder?

If you think the starter switch or key cylinder is causing the fender mounted solenoid to stick on, pull that little slip on wire off the fender mounted solenoid, if the starter stops then one of those was the problem.
If the starter still continues to spin, give the fender mounted solenoid a few karate chops, that will usually release a sticking solenoid and is a lot quicker than removing the battery cable. And yes replace the faulty solenoid very soon.
sounds like your problem is a broken ignition actuator. common problem in these older trucks. it is only a $15 part, and takes about 2 hours to change.
