E40d tranny not getting power

Hoping someone can help me it's a 97 7.3 won't shift in drive but it will manually took it to a tranny shop they rebuilt it all but there saying it's not getting power to shift electrically selinod pack was replaced he doest want to rack me a huge bill looking for the issue any clue what it could be ?

It could be a wiring issue between the PCM and the trans. It could be a bad power feed to the PCM.
