I have a 2013 F150 FX4. When the temperature is below 45 and the truck is cold the right high beam wont turn off if used, until the truck engine is warmed up. Anyone else have this issue?

Have you ever mentioned this issue with your high beam to your dealer? If not, I'd recommend doing that as a next step, especially now that we're in the colder months. How many miles are on your truck?
Wow, I let this go for a year and a half, my life has been that nuts. 2 Service Managers at 2 different dealrs have never heard of this. Also I have HID Projection Headlights.
My newly acquired 13 Raptor with the HID's has the same issue (drivers side). Slow to switch from high to low. Short of replacing it, not sure what else to do.
The HID projectors default to high beams. The solenoids pull in a "flap that covers half the bulb for low beams. When I bought my used 2013 the drivers side would never dim, the solenoid just didn't have enough power to move the flap..it was sticky. I tried to lubricate it with poor results. I ended up wedging a small piece of vacuum hose over the solenoid so that headlight is now always on dim, but I'm mostly in the city and that's not a problem for me. I may replace the whole housing in the future, but it is expensive.
