chip connection problem, "new" pcm

So about a year ago I ended up getting a new pcm after my old one got fried. I tried hooking up a chip last weekend and found out my "new" pcm from the dealer was actually a reman. Most of the contacts were taken down to the copper. Rather than have a few that were tinned and a few all copper I cleaned them all down according to the directions that came with my chip. I'm still not getting a good connection and the truck won't fire.

Should I keep trying to clean them down or try to re tin the connection on the pcm? Any thoughts or advice?

It's a TS 6 position on an 02 7.3l
