you mentioned "bumper pull" a couple of times and i don't see where anyone has corrected you on that yet ... a bumper pull tow hitch is suitable only for a lightweight utility trailer filled with garden trimmings. anything heavier than that will require a REAL frame mounted trailer hitch.
p.s. ... i have no idea what's involved in importing a used vehicle to the states, but up here (vancouver, b.c.), 460's are going cheap because of our high gas prices. diesels, however, are just as overpriced here as they are anywhere else on the continent.
Approximately how much would it cost to convert one? Do you have holding tanks for water and waste?
Sky is the limit, of course. My conversion is pretty basic. I'm using a portapottie for now, but I have made room for holding tanks where the spare tire was mounted underneath the floor. All the bus seating and the wheelchair lift have been removed. I used a standard double bed mattress and a yard sale loveseat for a couch. Also used some imagination and yard sale finds for cabinetry. Kitchen consists of an induction plate and a portable electric cooler, but I bought an insurance salvage camper for fixtures which I am currently installing. My total investment is less than $5000 CDN and I am very happy with the project, even though it is a work in progress. It is usable and I often use it to tow a trailer.
If it were me, I'd look for a 2wd F250 regular cab 351/auto combo. Enough power to pull a reasonable trailer, cheap to purchase, acceptable fuel economy. If you look in states that have winter, you can get much better deals on 2wd trucks. Sometimes you can even find one with an IDI at a good price, there was one around here on CL for under $4k.

"Bumper pull" is often used simply to distinguish from "fifth wheel", but yes, don't use a bumper hitch to pull anything but a very light "bumper pull" trailer.
