Just an update to anyone having these same issues. Turns out it wad the HPOP I pulled it out and it had toug h spots when I twisted it. So I put in a new motocraft Hpop and by golly it workes! Running like a race horse once again. I cant explain why it wouldn't start with 685 psi but it wouldn't so if anyone else is having these issues check your HPOP. BTW I also did a leak test before I changed it and there was no leaks
