Oil in down pipe
Would there be much oil in the down pipe if the oil deal was leaking on the turbo? I broke it loose to look at it and not much there, one small area that looked like it has had on it

you need to look the other direction,
inside the turbo. Maybe use a mirror if you can't directly see in that direction.

Should expect to see a swirl inside the pipe.
Could also loosen the downpipe to cat/delete connection and look for pooled oil there.

Is it smoking? Start-up or smoking after reaching operating temps?

Smoking after warm at idle at stop light, puffs out at acceleration then is clean until next stop. Runs smooth idles smooth all temps are good, plenty of power, nothing wrong except the smoke.

Yep, turbo shaft seal is toast.
Rebuild kit is about $100 or a new Garrett turbo is about $800.
