You said to test OAT for SCA's. An OAT coolant doesn't contain SCA's.
1. A Dual Scale Refractometer measures both.
But again, your post said to test an OAT coolant for SCA's. You didn't suggest a dual scale refractometer that can test SCA's as well as the inhibitor base that makes OAT coolants work.
2. SCA's can be added to any coolant produced for motor vehicles.
If anyone does that to an OAT coolant, it will effectively ruin it (subjective opinion).
One of the best features about OAT coolants is the fact they don't contain SCA's and don't need SCA's to prevent cavitation. Adding SCA's to an OAT coolant eliminates that feature and from then on, a person will need to test the SCA level of the coolant to make sure it remains effective.

They didn't have test strips for OAT coolant for years. Years ago Gooch explained to me how one could test their OAT coolant, but it would mean getting a baseline on the coolant when it was first put in the truck.

Well since i havent been able to get around to flushing my coolant system and adding an hd elc i stopped by advanced and added a bottle of hy-per lube diesel super coolant. It says acts as an sca and provides 100% protection from cavitation, corrosion, amd electrolysis and is compatible with all types of coolant. I put the whole bottle in, it says one bottle for 26 quarts, so it's a bit short as i believe the entire 7.3 system is 32 quarts. Hopefully this is the right thing to get me by until I can get the right stuff in there
