Help!!! 6.0 nightmare

2006 F350 6.0. New EGR, oil cooler, Hpop with updated STC. New IPR and ICP. Finally got this truck running has a long crank and hot no start, as well as white smoke at idle. Tore down again put new stand pipes and dummy plugs, checked injectors and re-did all of the O rings. Put it back together long crank and again hot no start. Ran a scan IPR % koeo is 14.8% cranking 84.8% ICP pressure while cranking 650 PSI. FICM is 47.5 to 48. Have done an air test with IPR closed can not hear any leaks. Completely stumped. Any ideas?

84.8% ICP pressure while cranking 650 PSI indicates HPOP leak or bad pump

Did you double stack ipr screens?
Did the oring get damaged on the updated stc block on install?
Whats vref while it wont start.
Trash in the new ipr from the oil cooler repair, this is really common.

Just pulled IPR it's clean no damage. STC O ring is good. Not sure what you mean by VREF

Does it maintain 5 volts cranking, or near to it anyways?

Could also be a LPOP problem.
Have you air checked the high pressure system for leaks?

As stated I HAVE checked for leaks. There do not appear to be any. Nipple cups were done when O ring for injectors were done. New stand pipes and dummy plugs tore down twice to make sure it was done correctly after the hot no start.
