Interlock switch in the driver's side latch is the most likely culprit. if it doesn't fully latch, the interlock switch won't engage and the window won't move in either direction once it is all the way down. If a strong push on the gate won't get it to latch, you may need to look into realigning the striker bolt on that side.
Assuming you can get the gate open, you can test the operation of the latch by dropping the gate and manually closing the latch (both halves) fully. The glass should then move with either the keyswitch or the dashboard switch. TAKE CARE when raising the glass with the gate open. the weight of the glass can snap it if it is raised all the way with the gate in the horizontal position.
