The PCM has nothing to do with the cranking of the engine.
When you do not have a clutch you have a clutch jumper in place of the clutch switch.
The start wire passes through the clutch jumper on it way from the ignition switch to the MLPS.

testing clutch jumper for automatic transmition

I ohms checked the cap for the two red/LB wires, it tested ok. I used a test light to back probed the two Red/Lb wires on the clutch jumper for power. The two wires have power while I held the key to the start position.
So far I have power going through the red/lt blue wire at the clutch jumper. Also to ignition switch plug. But not to the MLPS.
Doesn't the Red/lt blue wire runs through the firewall connector, where is it located on the connector? Then run to the MLPS?

This is going to sound simple, but if you have ANY play in your tilt wheel column, try lifting up on the steering wheel when you turn the key... I had the same symptom on my 91, and this is what cured it! I am not sure if it is an over extended starter switch linkage or what, but when I lift the wheel, it starts... If I don't, then nothing.

Yes it does at C202.
Also check to see if you have a Anti-Theft Controller Module that it may pass through on its way to C202. If it does this might be your problem.

No it first goes through C103.

C202:LH rear of engine compartment, in safety wall (A8)
C103: LH side of engine compartment, top of wheel well (F6)
See diagram below:

Note the bottom two images are for a 1994 F-series but yours should be the same.

C202 has power but C103 does not. What does the Anti-Theft Controller Module look like and were is it at ? I can't find it under google.

If C202 pin #29 has power then most likely you do not have a Anti-Theft Controller Module as they are ahead of C202 and located in the cab.

There should be just a short wire running between C202 pin #29 and C103 pin #4. If C202 was plugged in and the key in the start position when you checked C103 pin #4 and found no power then you need to unwrap the harness between the two plugs and fix the wire or bridge a wire between C202 pin #29 and C103 pin #4.

I checked c103 by piercing the wire before and after the connecter. I couldn't get the connector apart. There was no power.

fixed wire problem

I added a jumper between c103 and c202. I have power for the # 32 wire at the MLPS and at the fender starter relay. I hear a click from the fender relay when I try to start the truck. Do I need to replace the fender relay?
Edit: I found that when I wiggled the + wire on the battery, it starts. I'll fix that. Thanks for the help!
